The Workforce Investment Act of 1998 establishes statewide Workforce Investment Boards and provides for each state to establish Local Workforce Investment Boards (LWIBs) at its discretion. In Kansas, Governor Bill Graves confirmed the Kansas Workforce Investment Partnership Council (referred to as “K-Wip”) as the statewide board, and confirmed continuation of the Service Delivery Areas (under the former Job Training Partnership Act—JTPA) as the new LWIBs.

Kansas Job Link
Kansas Job Link is the website that ties together the workforce investment system in Kansas. It provides for employers to post job opportunities, for job seekers to post their resumes, and for case managers to bring appropriate employers and job seekers together, when given permission to do so by each party. Counselors in the One-Stop Centers and others involved in the workforce investment system will focus much of their work through Kansas Job Link. The Kansas Department of Human Resources maintains the system.
